From the outset, this debate stems from the fact that the English language education in Japan is overly biased toward sitting for examinations.
Specially, it consists of the memorization of grammer and vocabulary alone and fails to produce people with conversational ability. Accordingly, it appears that the question that is in fact being addressed is whether or not English education as it stands can actually keep pace in this age of internationalization.
